No, that is a breach of contract. All of the consumer loans that BTO issues follow (track) the primary construction loan.
BTO home loans are secured by BTO Finance company. Contracts will be liquidated and doesn't have any impact on developers.

In a pre-sell agreement, developers only get a 10% deposit. With BTO, not only you get all equity used on land acquisition and permits, but also you get all financing balance related to the sold unit.
